A company accused of selling sick dogs to Warminster's police department and ignoring a court order to reimburse authorities for their losses is up to its old tricks, according to a Florida breeder familiar with the company. Kiewel Working Dogs International was ordered by a Bucks County judge four months ago to pay Warminster more than $26,000 for delivering unhealthy dogs, but the company hasn't paid anything or responded to the lawsuit. The court entered a default judgment when no one showed up to represent Kiewel in court. Ivan Balabanov, of Plant City, Fla., gives dog-training seminars all over the world. He said company owner David Kiewel has been moving around to stay ahead of his shady reputation and that top breeders have shunned him for years.
